Job hunting advice needed

One of my friend got laid off after being in optical fibre circuit design job for 2years, now he’s getting trained in coding to land into an IT job. Problem is he’s not hearing back from recruiters. How to proceed so that he can atleast get into an MNC or some startup to start with??

Why he is going for a domain switch from Hardware to Software? What I feel, for an experienced folk in a paticular domain, he/she should look out for a switch in the same domain or if they are very much eager to switch domains then they should have a strong proof of work in order to compensate for the experience.
