Job hunt

Is the job market down in Non -IT fields too ? One of my very close friend is looking for an opportunity in automotive electronics engineer (Model Based Developer)role , with 3.4 YOE but seems there is no call or openings , which company is doing hiring now for these roles , kindly help on this if anyone has any update , also having this experience and learning languages , to come into IT is it possible ? If so which companies we can try , please put your valuable comments.
