Trending @Infosys; Jl4 to JL5 Recommendation

I wanted to clarify regarding my JL4 to JL5 nomination. Already recommended me for the level change last month, but HR mentioned that it could not be processed since my utilisation in the previous quarter was below 50%. From May 12 onwards, I have been fully allocated to the current project, and prior to that, I was on bench for 75 days. I wanted to understand whether the earlier nomination will automatically be considered in this cycle or if a fresh recommendation is required from my manager?
