It's Possible to work Nearest work location in TCS !

Hi , I'm completed almost 2 years in tcs , I need to take transfer but my manager not even release me , told me that the policy is change to need to complete at least 3 years in a project if you are fresher , when concern same thing with the HR but she also agreed with manager . So how I take transfer , I told my manager to work from nearest work location , he still denied , told me that there is no project odc . So we don't allow you .. Hence I want to work from my nearest work location, so can we swipe the card from nearest work location,and work from there ?
