ITA Promotion Window open

I have informed my Manager about the IT Analyst promotion - She asked me to share my achievements and I have shared.. In my friends unit they are asking window is not yet open for them - It might open on next week like that ... Just need to confirm the Unit wise promotion window will open or just his manager's tactics to delay the promotion...
