ITA Promotion: Is the any specific time when manager can initiates ITA promotion. Or any time they can initiate this.

Manager can initiate at any time, but normally it will be initiated once hr says the window is open as it will be acted upon only during that window.

Also even if initiated, but name is not send to hr during the window by the project, it will be stuck at "corporate"

Is this window have specific time to get open like once or twice a year?

For promotion to C2 and C3a, it used to be every qtr. And every 6 months for c3b and C4. Didn't happen that frequently in last few years, but I think they are coming back to original schedule now.
