I worked only 2 projects .both hardlocked without any discussion or call

If your profile matches with the existing demands then anyone can do it, people can talk with you to evaluate and if you want any idea about the project then they should give you but if they feel to lock you they are free to do it. If you not interested then you can send email and they can put rejection tag in the SMART tool which can go in a negative way if you are getting project further.

Yes it is mandatory if you are working in project, if you are in bench then no rules
