Is Wings1 Rigged?

Many of my colleagues have told me that even-though you may have cleared the exam, they (tcs) deliberately manipulate the results such way that you just cannot pass. (due to budget issues)

Also it seems that those who gave Wings1 in November cycle - their results haven’t even been announced yet and it may deemed null and void as the May cycle approaches.

Is there any truth to all this or is it just speculation?
