Is use of UAN to track employement history by employers violation of privacy?

I guess it's a technical glitch on epfo portal which Indian IT employers are using to track employees employment records through UAN no. My assumption is that a company should be able to see only his records not the previous employers records since to be able to see all previous employers history is violation of privacy which can be misused
