How about the higher ups take a paycut? I mean someone earning 5 crore won't be hurt if it is reduced to 4 crore. Similarly, CEO earning 50 crores can half his salary, and can provide hikes to grades C3 and lower. A startup CEO in US did exactly this during Covid.
