ideally, salary should be twice in LPA to experience in years.

so, 19 years experience should be around 35-38LPA..

Considering you are from operations, it will never match with IT guys in TCS. So comparing with them will not make sense. But having said that, even for operations guy it is less, as people with 14 years of experience have reached to 18L. They are exploiting in Gujarat since there are no major IT firms there. They know that ppl will not leave TCS, if they do- where will they go ?

Also, that 2.2L variable, they won't pay it 100%,.. Expect around 60% deduction from variable pay..
So, CTC is 17LPA and take out taxes from it.. net pay would be 1L or less.
