Is this the right time to switch?

I have 6 years of experience in IT with 5 years in Azure cloud. Started searching for an opportunity for the past 2-3 weeks with no luck. Most of the companies aren't scheduling an interview not responding just the initial screening round was done but they are not proceeding further it's still on hold for 2 weeks. Some have kept my application on hold since applying (no info regarding my application status). I have applied to 20+ companies. When can I expect the job market to be up? How much of a hike should I ask if I move forward? Expecting to make a jump before February.
