Yes, pvt organisations don't have to hire at all, or they are forced for 90% reservation (hypothetically) the firms will simply create more vacancies, or shut down if business is not feasible, the stakeholders of a pvt organisation are not like citizens of country, they don't have to carry loss making entity on their shoulders, they will simply move to greener pastures
