Is there any official process for allocating associates to projects?

I was allocated to a support project without even making a call or considering my skills. They threatened me that I can’t move out of it unless I resign. I stayed there for 5 months as I had no other choice. Now I’m again trying for a release as they have sometimes mentioned that people can take release if they don’t like. But they aren’t accepting it now and the HR says that there’s nothing called “consent” in organisations and everything is based on business requirements. But why is everyone getting calls? Is there a legal proof in this regard or should I just leave the company?
