Trending @Cognizant; Is there any chance for expection case PA - A?

I joined cognizant in july 2022. I trained in some different technolgy but there was no project so my manager said upskill in aws and python so I got some work in project but my billing not started there kept me as buffer resource for one year then they moved out me for billing reason then I work for small migration project where i got billing for 3 month and now i am billable from jan but still my name not coming in list from last 2 quarter every time my hm response is your utilisation is low and you are in expection list . i tired for switch as but due to notice period not getting chance or some of hr not responding even after completing final round... really frustrated here
