Is the year end rating system in CG fair?

they have a bs system of asking the employees to share the appreciation mails which will be used to determine your worth during appraisals. I didn't know this stupid process and so never bothered collecting that which ended up screwing my appraisals. I quit the next month with a 40% hike.
