Is my manager normal??

Whenever I reach out to my manager for any issues irrespective of the complexity he ask me to follow up for the issue with somebody and the one thing he never misses ask me to add him in CC. And successfully maintains a puppet management and he always looks busy but he doesn't remember what projects we are working and also he is not managing 100 members.

Is this a normal manager behaviour??
