Is multiple rescheduling/delaying of interviews by company a red flag?

Context: currently searching for product roles in startups mostly. Interviews are mostly setup with CPOs or Founders. If the interviewer rescheduled or joined late multiple times during the process should I read into it?

Yes, potentially a culture or WLB issue
No, happens when senior mgmt is involved

Founders are usually busy all the time. Getting their time is a challenge unless they have dedicated slots in their usual schedule. If it is the last round don’t read much into it.

Happened to me with dp world for round 3 , lld round. It was rescheduled 3 times and i lost interest in that didn't follow up post that. The worst thing is i had to block the time the first 2 times and the interviewer didn't show up. I informed the same to hr but she rescheduled 2 times and 3rd time she told me she will reschedule it , no further action from her, i didn't follow up.
