Trending @Accenture; Is it right time to put papers ?

Here is my Story: I joined in as ASE after college and period when we get default promotion after 12 months. But due to company standards they made it 18 then 24 then 28. I left Accenture with out taking promotion. Literally they held 500+ ASE promotions.

Again after MBA i bz of 6 months less experience i got L10 instead of L9 accepted Accenture offer confirming quarterly promotions leaving all other offers.

But its been 2 years none of our batchmates got promoted. Market is so worst. Notice period is 3 months.

Is it good time to put papers? my skills are sustainability Reporting , Workiva , GenAi PM, python FastAPI ,Prompt Engineering, Google ACE and ESG Investment CFA certified Market is asking min 10years or 5 years relevant experience for ESG roles where i have 2+,2+ years experience.

Literally waiting for company to fire me bz No hike no promotion since 2 years. My question: Can i say to my manager that if I don’t get hike or promotion i will put papers?
