Trending @Wipro; Is it possible to get band progression while on bench if it was due?

I have worked on the same project for 3 years and got 3 ratings throughout and I was good. Since I did not get any good appraisal or band progression due to "budget excuse" so I decided to leave the project. I have more than 5 years of experience in the same domain and my salary is in the middle range as per the current band. Is there any way I can get the band progression while on the bench so I can join a better role in the new project?
