Is it okay to start low ctc?

Here I am in my tier 2 b school graduating with no job in hand. I am applying off campus but the ctc there is very low. Now I want to know how If i work and learn for 1 year at low ctc and go for higher after that will companies take me? Or to get a good ctc Job the only way is through colleges and courses?
