HR is useless, they are to protect the company..
But you need to play it right.

Talk to your immediate supervisor about this..
See what he says,

If he says positive things, then write an email 1:1 acknowledging the conversation.
Then next time toxic things happen against you, especially in the group meeting, write an email on top of that to the same guy 1:1, then the third time it happens, you have proof that despite saying multiple times they didn't act of the toxic and HR will be forced to tell them to get their act together.

This time, on top of 2 emails, write the third describing the even and you can quote exact remarks made and this time include HR to the email, then ping the HR personally that you have included him in a mail chain for the "mental harassment" and toxic work culture..

Note that your TL will portray you as incompetent for work.. for this you need to mail your work to him.. if you don't know how to do it, mail like the KT is not there and I couldn't work efficiently without it.

Also note that if you directly go to HR, she might say that have you discussed this with your manager?

HR are bootlickers of Managers, be ready for PIP or layoff if you try any adventure of going against managers. This year 2 people in my team are getting PIP because they frequently fought with the manager in the scrum call.
