Is it mandatory to raise and set goal in speed of FY25 before 10 JULY?

I am getting frequent generic mail from HR that last date to set goal is 10 jul,

And can we change manager, reviewer and project after creating FY25 appraisal?as i may got released and do not wanting rating from current allocation.

Every year they set deadlines. Even if you don't set goals by that time, nothing will happen. HRs will follow up. Just add one goal from your end and it will appear as compliant

Yes,but I am about to not start/raise FY25 appraisal since I am looking for release and chances for the same ( after lots of struggle). So I would raise with new allocation instead of get rating from the current project mgr/reviewer
