Is it mandatory to complete 3 years to get eligible for Promotions in TCS? Please clarify 🤔

I have completed 2yrs in TCS when I asked for promotion my managers are saying that you have to complete minimum 3 years/ I need 3 bands to eligible for promotion is this criteria? Currently I am C2 grade to promote C3A. Is it mandatory our total experience should be 7 years?
