Is it good to move out of india for better jobs and long term settlement

Hi folks, currently I'm having 5yrs experience as a java developer with 13.5LPA, 26 yrs age, if i switch now in india i can possibly get 25+ LPA but i want to move out of india for long term settlement. Currently i have two options - one is move to dubai and search for a good job, second one - to move to germany on a job seeker visa and look for a job. I've analysed both countries IT demand & opportunities for my technology (java). But im looking for some suggestions or advice from people who have already been in this stage before and now migrated to respective countries. Please give your suggestions or advice for your younger brother. Thankyou in advance
