Is it ethical?

Got two offers:

✅ MNC – ₹16 LPA (15 fixed + 1 variable) ✅ Startup – ₹18 LPA fixed (but requires relocation, which isn’t possible for me)

Thinking of using the startup offer to negotiate a better package with the MNC. Is it fair to ask for ₹18 LPA fixed?
