Is it a standard practice to get expected base inclusive of PF?
I asked for 40L base based on my current TC and other factors but they offered 40 inclusive of PF.
Is this a common practice? I know it's not a strict number but shouldn't it be the expected base + PF?
I haven't switched much so just wanted to know.
That's deceiving, ask them for 40 + PF

I believe Base means what the organisation is guaranteed to give you, come what may. So yes, that includes PF. But next thing is, does that include both components of PF (employee + employer)? There it varies, some organisations include only employee part of PF, and they give employer PF on top of the Base/Fixed; while most others include both components in Base.
Also, Base Pay I believe, is interchangeably used as “Fixed Pay”, or “Fixed” component.
