Is HSR unsafe now??

I was on my scooty with my gf, mid way i saw some guys(on bike) harassing 2 women(who were just walking), i dont know what they did exactly, all i saw was some boxes flying may be they were trying to rob them or harassing by throwing their belongings

I instantly tried to chase them, i had no idea what i would do if i were to caught them (I didnt btw). When i was near them i noticed that they were just kids different ages but definitely below 18 all three of them. One of them was hiding the number plate I continued chasing them after they turned to a smaller street with lesser lights. Hoping that the speed breakers or bumpy roads will unveil the number plate I continued chasing them. Eventually the leg did fall but the street was dark and i could not see anything after which i gave up as the scooty also couldn’t keep up and also couldn’t put my gf at risk. I was driving like a madman spamming the horn the whole time.

Time of the incident 7:30PM (+- 10mins) 3rd Jan, 26 Back number plate was hidden so probably front number plate could have been caught in camera (if anyone can check)

10mins After i gave up i did find the girls in some other street i can see them scared just by the sound of my vehicle even though i was far from them

I hope i could have done something to make those kids face the consequences of their actions I hope i could have done something to make the women feel a little bit safe I wish i was driving my bike instead of scooty I hope i did all that i could have done in that situation

Instead all i could do was scare those kids a little and they would probably do it again
