Trending @Accenture; Is Hard Locking tool working fine ?

Is hard locking tool is working fine ? I am hard locked to one project as PMO confirmed. But still is showing on bench . PMO told there is issue in tool it will reflect. Any one knows is hard locking is tool is working fine or not . Any one facing this issue.
