Is Hackerrank bluffing?

I have been seeing their different types of PM roles job opening for last 1 year now. Are they really not able to close these roles. Each posting has almost 100+ application and still they are not able to close these roles.

Every month of 2 these roles gets reopened and still no body is getting hired.

I have heard somewhere that companies are circling job postings in order to increase LinkedIN followers, is that the case here?

Any thoughts?
