Trending @Cognizant; Is GROW really mandatory for PAT to PA promotion

Yesterday my manager had told me to complete GROW program to be eligible for PA promotion. GROW is a program Learning and Development assigned me to, and this is the first I’m hearing this. Is a program really going to decide if I promote, not my work in the company? I’m in project and I get a decent amount of work assigned to me.
