How TIO will be considered if the employees takes 2 to 3 days of leaves in a month?

We should come to office for 60 percent of the working days. If there are 21 working days in a month and 3 leaves are taken 60% of 18 which rounds off to 11 would be the no.of days in office

Don't know about the public holidays but my friend is going to office on weekends also & it's get count in the system as of now

No,it will not count, until or unless your project required you to work on that day and you are coming to office and also if it is an optional holiday.
