With A I got 4.8%, B was - 3.9 %.

If u have a C band in last 3 years, you are not considered for promotion

Yes, a C band can affect promotions. Generally, A or B bands are preferred for promotions. However, manager discretion and overall experience also play significant roles. Exceptions do exist, but they're rare.
