Is AMD NTSG or any unit laying off in April?

I recently attended a meeting of NTSG. Can someone please decode few things they said

"Clamp down on headcount" "Manage headcount based on new guidelines"

Actually NTSG is a team formed after merging of two similar companies. Both acquired by AMD recently, people say there are duplication in roles due to this.

Now that I've put this in words I can see where it might be going. So this is how it happens right guys?
