IPOs getting too much Saturated

In the recent years after Covid I have seen the amount of subscription being 40-50x the actual amount asked in the IPO for Retail section. Is this a sign that there’s a lot of money to invest but nothing to invest in ? Also is there a way to utilise this money at some better place considering it being stuck in bank for a week or more.
