IOU changed then it affect promotion

I have moved to different projects after 5.6 years and it might be my IOU is changed to digital as per manager. As per my previous manager I was eligible for promotion and as per my recent manager saying in portal years in current grade is 0. But from last 5 years I'm not promoted. Can anyone help me in this, what's the issue it's showing zero years??
