Does Cognizant provide access to the TMP portal only to the ones who are on the bench or everyone.

I am a campus hire and don't have access to TMP portal and can't release from the project too as it's not yet been 18 months. Could you please suggest how can I try for an internal switch in to other project without landing on bench to be on safer side.

How long is it safe to be on bench so that they won't fire me. How long will they take to release from a project if I ask to after finishing 18 months of tenure.
