Installing a software in my TCS laptop when I’m unallocated

I’m currently on bench and I want to install a tool called as Figma. The web version has a few constraints and this is resolved when the tool is installed. The tool is free to download and install but it’s blocked - thanks to Zscalar. Can softwares be installed in the TCS laptop even if one currently unallocated?
