Yes if selected you will get the promotion or progression. But if your manager wants you he will keep you in project with revised salary and designation

It all depends on the Hiring manager who's posted the IJP opportunity
Also your Role maturity is needed to apply
So you can only thing about leaving the current project when your IJP application is accepted in system
