Infosys offer letter

Hello,

I am working as an automation tester.I am currently holding an offer of infosys. I am currently settled in Mumbai but I got infosys offer with work location as Pune. Infosys is offering 16.20 lpa with lead role. Currently I am working in TCS where they are interested in retaining me with an offer of 14 lpa+ 1 lakh as retention incentive after completing 1 year. My current account is giving me WFH, good clients, good work life balance as well. We also have pi planning onsite visits accordingly in round robin way with 2 associate at a time. I am bit confused on taking which offer to take, please help with some suggestions.

Secondly if I join infosys, with they change the job location on our request. While accepting the offer I checked with recruiter, he said no and in that case he asked me to reject the offer. Is there any chance to change the location to mumbai on request after joining?

What is the mandatory working hours of infosys ? Do we need to complete 9 hours in office?
