Depends on your project. If project/Clint has ODC set up then it won’t happen. If non odc then still have chance . Many SOW with client have locations mentioned . If Hubli is not location then also no chance. So it all depends on your project / client. Infy was infact encouraging people to take Hubli transfer and given joining bonus etc

Ask your Manager/DM to raise a transfer request

Can it be possible if base location is Pune and can work from Hubli?
