Inefficient resourcing

I have noticed very inefficient resourcing in our account. When we have Java resources with very good experience sitting inside, they are not even giving the client interview. Using them for evaluations of outside candidates. Asking to be lenient in EP evaluations. I wonder if they really want to increase the bench strength of BFSI.

Each account is holding resources in their internal bench for future projects. This is because RMG process makes it difficult to get resources. But no one wants to fix RMG process.
