In TCS, Is managers and Delivery partner have access to teammates salary?

Nop. They have some idea. But some time they collect it from the resource itself through some xl for salary market rationalisation. Theoretically it will have access only to coperate hr not even you account head

Yes but not for all Manager if some one who is creating CR or having client discussion on new requirements at the time they have because based on that they are creating allocation .
