In project but No allocation

One of my friend is working in GE project. After 3 yrs in BT project he was hired for GE for react dev. Later got to know it is vue js and ui dev. He is working with client team, he is the only dev from tcs. His manager is so negligent had to chase and beg her for timesheet cab etc.Now for some time He is not provided with allocations when asked no response. How to proceed on this?

Pmo handles allocation for entire account. Manager keeps following up with pmo.

Is the non allocation or non billable? After 1 day of no allocation, isn't associate automatically moved to RMG swon?

No he was not moved to rmg swon. Its been a week without allocation. Manager is saying that she is working on it. He is being asked to work. Without allocation. No timesheet also
