In August month I got promoted to A5 Senior Analyst, so am I eligible for Year end Review process...

And If yes, whom to contact. I have also raise query / tickets but did not get satisfying answers..

Please guide on this...

If you got promoted in August, you should be eligible for the Year End Review. Keep pestering your manager for clarity on this.
