You can take only one optional Holiday per quarter. If you haven't already taken an optional holiday this quarter, you can apply for this one.

There is an option to avail an optional holiday between Christmas or any festival (eg: Guru Nanak Jyanti or Maha Ashtami). Diwali was a mandatory Holiday this year. So, if you didn't avail for another festival, you have an option to use it for Christmas.
