I was too in the shadow period , cleared techleap and got promoted. It's that simple. You don't necessarily be billable

No.. Atleast 6 month chargebility from date of last techleap assessment+ project performance+ feedback + ase advancement + industry certification is required

For promotion you only need to clear techleap unless and until you are not in support work.
