First you complete certifications related to a particular skilltag, then you should be working in a project where this skill tag is configured in some project portal for at least 90 days then you'll be tagged to that skill tag.
Once you get it, if you're eligible according to guidelines for incentive payout, then you'll start getting it every quarter.

As far as I know it is fixed amount for that IJP JL wise and it's onetime incentive
