I have completed my 18 months in same project, when I try to move to another project which I got to know from my network but my manager doesn’t allow. Although I am not a critical resource. What else I can do. Even my manager wants me to goto another service desk project not to any other project.

Your manager doesn't have a say in that. You can complain to his manager or your project head. If the project you're applying for is interested, then you can move ideally - that's what my manager told me about IJP.
