Does management put everyone in PIP or is there any sort of criteria?

If someone is put into PIP, it means that -either the person is on bench for a long time
- or the person has received NI / UP rating
- or due to lack of performance/ contribution in project

If you don't accept they will give you 3 months salary and ask you to stop working from next day itself. One of my faced this
